Deputy Director Management and Operations
Deputy Director Management & Operations, US Peace Corps Azerbaijan 2012 - 2015
• Develop budgets, analysis, implementation and maintenance of annual post’s budget up to $2,000,000.
• Supervises PSC Administrative/Finance Assistant, Cashier/Travel Assistant, and Admin & Logistical Assistant providing training, guidance and oversight of financial and administrative tasks.
• Manages human resource functions for over 50 local staff including recruitment and hiring.
• Manages all procurement for goods and services for the different Peace Corps Units such as medical unit, training, administration and programming.
• Executes all duties as the Contracting Officer for post’s operations including negotiating lease agreements, amending and terminating contracts, leases and PSCs contracts up to $50,000 and approving procurements up to $25,000.
• Provides financial and administrative approval with the same delegated authority as the direct hire Director of Management & Operations.
Finance and Accounting
• Supervises (3) positions: Administrative Assistant/Finance Clerk, Class B Cashier, and Admin. & Logistical Assistant providing training, guidance and oversight of all financial and administrative tasks
• Position has delegated authority of financial and administrative approval at the same level as the direct hire Director of Management & Operations; provides financial and administrative approvals for fund implementation. Ensures appropriate internal control guidelines are in place and adhered to.
• Supports PC/Washington requests for financial data and periodic fund reporting
• Purchase Card ($10.000/monthly authority). Liaise with vendor to pay for goods and services received.
• Serves as Certified Alternate Class B Cashier.
• Works closely with Peace Corps Headquarters Financial Management Office, Human Resources (HRMS), Volunteer Support, and Global Accounts Payable in Washington and the US Embassy in Baku in the performance of job duties.
Contracting Officer
• Authorized to execute, amend and terminate contracts, lease agreements, long term and short term PSC contracts and other procurements as delegated from the Office of Acquisition and Contracts Management (OACM) within the rules of the Overseas Contracting Handbook.
• Unlimited procurement authority for amending leases, contracts, Personal Services Contracts, blanket purchase agreements (BPA) for services and supplies.
• Prepares, calculates and awards all Staff Contracts for Post, manages these contracts and maintains the contracting files
• Negotiates and prepares all leases for Post, manages leases and maintains the contracting files.
• Negotiates and prepares all operational and training event contracts and agreements, manages and maintain these files.
• Responsible for the complete procurement and acquisition process for all Peace Corps units from advertisement, solicitation, quoting, analyzing costs and prices, negotiation, contract award, management award, evaluation of each completed acquisition and to maintain the overall process well organized and documented as per Federal Regulations.
• Manages the receipt of goods and the schedule of payments on all contracts, leases and agreements.
• U.S. Government Centrally Billed Purchase card holder for Peace Corps/Azerbaijan with the responsibility to comply with specific Federal acquisition guidance including minimum thresholds when procuring overseas, from the United States or locally.
Human Resource Management
• Manages the human resource duties and files for over 50 local staff.
• Manages recruits, advertises, updates statements of work, applicant and interview process, and post hiring tasks.
• Verifies staff timesheets and time and attendance reports.
• Schedules all staff performance management tasks and documents per Peace Corps policy
• Oversees staff benefits in accordance with Post and local US Embassy practices
• Maintains all HR files ensuring discretion and confidentiality including complete and accurate file management.
• Coordinates with US Embassy HR for Peace Corps FSN and contract staff for background checks, fiscal coding and any other matters related to HR.
• Researches and provides advice to Director of Management & Operations on Human Resources matters.
SPA (SMALL PROJECT ASSISTANCE) / PCPP (Peace Corps Partnership Projects)
• Responsible for the review of the Peace Corps Grant On-line Program (PCGO) for PC/Azerbaijan including proposals’ review to ensure they meet established criteria to receive grant funds for small, community-based development projects as a SPA committee member.
• Responsible of processing the grants and reviewing and approving final financial reports and receipts making sure all back up documentation is in compliance with USAID guidance on SPA.
• Accountable to reconcile and clear funds received ensuring all expenses comply and are directly related to the criteria for the grant approved. In charge of signing off final completion reports which include data to meet set indicators and capacity building for each grant. .
Volunteer Support
• Provide general administrative and financial assistance to support Trainees and Volunteers serving in country.
• Conducts analysis of annual living and settling-in Volunteer allowance surveys, making a recommendation based on statistics results to adjust or maintain allowance amount.
• Conduct administrative sessions for Trainees and Volunteers periodically throughout the year in regards to allowance payments, bank practices, close of service, .etc.
• Responsible to asses annually hotels and venue places for Volunteer lodging in Baku, ensuring compliance with procurement federal regulations including following guidance strictly based on the threshold.
Other Duties
• Trains new U.S. Direct Hire and other relevant staff on financial and administrative processes at Post
• Provides support to the Director of Management & Operations and the Country Director as requested
